		<description>There are two ways of using a credit card.  One is purchase goods and pay for it by swiping the card on the machine. Depending on the credit card company you may or may not pay any charges.

Second to withdraw cash from a ATM (Automatic Teller Machine). In developing countries such as India, few money changing companies pay cash by swiping the card on the machine after deducting charges wherever ATMs are not available.  

There is no other legal way of withdrawing cash on a credit card.  All withdrawals are charged at hefty rates.

Even if you have an arrangement with a seller whereby he swipes your card and pay you cash still there would charges payable. But this is illegal and both of you may be liable for prosecution and cancellation of card.</description>

		<description>Unfortunately, they charge a fee (usually 4% of the dollar amount that you advance from your card). It is usually written in the terms and conditions and no way to get around it. You can always call them and ask that they waive the fee this time, but it is unlikely that they will.</description>

		<description>The only way is if they give you one of those checks..on a special rate or conditions. I get those all the time...they want you in debt and spending...it's not a good way</description>
