By prepaying my credit card and using cash advances i can use credit card cheques and use them to pay my mortgage and utility bills

For most cards, the points (like miles) are awarded for purchases, not cash advances.

The cash advance fees may exceed the value of the airmiles. Even if you can do it, it is a bad idea.
