		<description>they can't arrest you unless you lied on the application and they can prove it.  then it would be fraud, but most of the time they don't know you're lying anyway, and can't prove it.  and THEY couldn't arrest you then, the police would.  short answer-no they cannot arrest you.</description>

		<description>ya that's a scam.  they were probably hoping you'd give them a credit card number.  anyone who is genuinely trying to collect money from you will always give out the name of the creditor and give you an address and phone numbers to send a check or money order to.
the phone company can get the phone records and see where that call originated from.</description>
